Happy New Year! The next meeting of the International Fiscal Association, USA Branch, Westchester County, NY / Connecticut Region Luncheon Series will be this Thursday, January 10, 2019. The topic of the meeting will be "Update of Major international (non-US) Tax Developments.” Topics to be covered include:
· Transparency developments
o Focus on the European Mandatory Disclosure Rules
· OECD BEPS Action 5 and related topics
o Update on Action 5 and application of substantial activities to no or only nominal tax jurisdictions
o Local country royalty regimes (e.g. UK)
· OECD BEPS Action 15
o Update MLI ratification process
o Selected topic: impact on permanent establishments
· The European Anti-Tax Avoidance Directive
o Overview of what has happened to date and what is expected to happen in 2019
Our speakers will be David Caracciolo and Max Van den Bergh, both with Ernst & Young.
Caracciolo is a member of Ernst & Young LLP’s International Tax Services practice for the Northeast Sub-Area and is based in Stamford, Connecticut. David advises clients on tax-efficient global structures, US taxation of cross-border transactions and legal entity rationalization. This includes financing, acquisition, reorganization, integration, repatriation, transfer pricing and supply chain matters, foreign tax credit and deferral planning.
Max Van den Bergh is a Senior Manager of Ernst & Young LLP and currently leads the Belgium Tax Desk in New York. Max has over 10 years’ experience in advising clients on various aspects of Belgian direct corporate taxation, including national and international restructurings, inbound and outbound Belgian tax planning, group financing, intellectual property and holding company scenario’s, including coordination as well as dealings and negotiations with the Belgian Tax Authorities.

As usual, the meeting will be held at the elegant Hyatt Regency Greenwich, directions attached, from 12 Noon to 2 PM. After this meeting, the remaining dates of the 2018-2019 Luncheon Series will be: February 14, 2019, March 14, 2019, April 11, 2019, May 9, 2019, and June 13, 2019. The cost for attending individual meetings is $50.
At each meeting we will have a technical presentation on a tax topic of current interest and review recent events. A three-course lunch will be served. Participants will be entitled to CPE and CLE credits. We are not currently registered with the IRS Tax Return Preparer CE program as attorneys and CPAs in good standing are exempt.

Financial Hardship Policy
Scholarships are available in the event of financial hardship. An individual wishing to obtain a scholarship should apply in writing at least 2 weeks in advance of the program date, explaining the circumstances of such person's financial hardship. The amount of the scholarship generally depends on salary as follows:
Unemployed – Full Scholarship; Income up to $15,000 – 75% discount;
Income $15,000–$30,000 – 50% discount; Income above $30,000 – no discount
